Fixed Term Contract for 12 months with the possibility of extension to December 2020.

The Behavioural Insights Team (BIT) is looking for an exceptional candidate to join as a Programme Advisor in London. The successful applicant will provide a critical level of support to the Programme Lead and will proactively plan, monitor and report on the delivery of an exciting and ambitious programme of work on consumer financial behaviour.

This role will be filled by someone who has excellent organisational and communication skills; has experience working with a diverse group of people with different organisational cultures and ways of working; has an eye for detail and commitment to quality in all aspects of a project; who has successfully planned, monitored and reported on complex projects with a large budget, multiple phases and several dedicated staff members in the past.

The Behavioural Insights Team

The then Prime Minister created BIT in 2010 to apply behavioural science to public policy in the UK. In 2014 we became a social purpose company, owned by the Cabinet Office, Nesta (an innovation charity) and our employees.

The Behavioural Insights Team works with governments around the world in almost every policy area. Whilst the subject and output of our projects varies considerably, there are common threads: we try to understand the contexts in which people make decisions; we notice small details; we find out what has and hasn’t worked before; and we measure everything we do as robustly as we can.

Roles and Responsibilities

As a Programme Advisor you will be responsible for the successful delivery of a programme of financial behaviour work including major projects working with high profile partners in public, private and charitable institutions.

Throughout, you will be accountable for managing all of the stakeholders involved to ensure the smooth and timely delivery of the project outcomes to budget. The role involves juggling a large number of reporting requirements and project outcomes from multiple organisations with differing cultures. The right candidate should be comfortable working in this challenging environment and will need to monitor and evaluate the impact of the programme, refine the strategy and deliver the projects in an efficient way. The Programme Advisor will provide detailed updates on agreed timescales to all stakeholders on progress, key milestones, risks, conflict management, budgeting and resource. The Programme Advisor may be co-located with partners 1-2 days a week to provide more regular and informal updates, and to coordinate the partner staff members involved in the programme.

As Programme Advisor, you will:
  • Produce scope and project initiation documents;
  • Develop full scale project plans in partnership with organisations’ project leads within agreed timescales and to agreed budgets, to deliver an overall programme plan;
  • Work with the Programme Lead to assemble, coordinate and allocate resource from the various organisations;
  • Manage bespoke budgets and identify opportunities to improve work flow and grow impact;
  • Monitor programme and project deliverables using appropriate tools and report on progress of projects to the relevant stakeholders;
  • Develop strategic partnerships with a diverse group of stakeholders to ensure programme and project deliverables are on time and in line with the agreed goals and outcomes;
  • Identify and manage programme level risks, supporting project leads to do this at a project level, feeding into programme level risks; and
  • Managing sub-contractors to ensure products are delivered on time and to budget.
Essential
  • Proven experience in delivering complex business focussed projects with multiple stakeholders;
  • Proven experience in managing and facilitating collaborative working across a number of teams and organisations;
  • Strong project management skills, ability to work within a defined framework covering processes standards, risk/issue/dependency management, change control and reporting;
  • Ability to plan and manage budgets, to understand budgetary impacts of work within the work-stream and the broader Programme;
  • Strong communication and collaboration skills, adept at driving forward change and dealing with challenging groups of stakeholders;
  • Strong facilitation and negotiation skills; and
  • Qualification in project management (Prince 2, PMP, Agile or equivalent).
Desirable
  • A good understanding of the operational requirements for field research programmes; and
  • Ability to support the design and implementation of rigorous evaluations, including but not limited to randomised controlled trials.
