Job Description

The City of Gresham is looking for someone to join a team of Rental Housing Inspectors. This person should:

  • Provide Great Customer Service
  • Be able to think through a problem to find a logical solution
  • Work well with a team
  • Work well independently
  • Have a personal commitment to serving the citizens of Gresham.

We have one opening. It could be filled as either a Rental Housing Inspector or a Rental Housing Inspector Trainee. If you have the qualities listed above and are interested in working for the City as an inspector, we encourage you to apply. If you do not have a lot of experience, you may be hired as a trainee. You will receive on-the-job training. If you have more experience, you may be hired as a Rental Housing Inspector ready to work on your own.

POSITION:

A Rental Housing Inspector carefully inspects the inside and outside of rental houses and apartments. You will make sure the buildings and outdoor areas are safe for people to live in and that they follow city laws and rules. You will investigate complaints about properties, and you will respond when a rental property does not meet City code requirements.

Below we list the things we expect from a good Rental Housing Inspector. A trainee will learn all of these things through on-the-job training.

A successful Rental Housing Inspector will comprehend, apply and interpret:

  • Complex code enforcement issues and make and follow a good action plan
  • City codes and related statutes
  • Code compliance methods and techniques.
  • Federal, state, and county zoning and land use rules.
  • Design and construction practices, mostly in the areas of residential / multi-family construction.

A Rental Housing Inspector must also be able to:

  • Be respectful with many different kinds of people.
  • Build and maintain good work relationships with other employees, agencies, city officials and the public.
  • Use good judgment and make logical decisions that are in line with City laws and codes.
  • Read and understand plot plans, blueprints, aerials and GIS data
  • Use tools and equipment including digital cameras, engineering and architectural scales, moisture meters, cell phones, pagers, computers and office machines
  • Stop conflicts and help people agree on solutions
  • Communicate clearly when talking and writing
  • Use computers including Microsoft Excel and Word.
  • Do the physical requirements of the job.
QUALIFICATIONS: Rental Housing Inspector Trainee

Requirements: Any combination of education and experience that give you the knowledge, skills and abilities required to do the job. A typical way to get the knowledge and abilities would be:

  • High School diploma or G.E.D.
  • Two years work experience related to this job. Jobs where you provided customer service and/or used problem solving skills, for example, count as related experience.

Licenses, Certificates and Other Requirements:

  • Valid driver’s license.

  • Property Maintenance and Housing Inspector Certification after six months or less on the job training.

Rental Housing Inspector

Requirements: Any combination of education and experience that give you the knowledge, skills and abilities required to do the job. Must have extensive knowledge and experience in residential construction and construction methods. A typical way to get the knowledge and abilities would be:

  • High School diploma or G.E.D.
  • Two years work in code or regulation compliance, law enforcement, zoning investigation, city planning or related job.

Licenses, Certificates and Other Requirements:

  • Valid driver’s license.
  • Property Maintenance and Housing Inspector Certification within six months.
  • Oregon Inspector Certification (OIC) and International Code Council (ICC) Residential Building Certification or similar Oregon certification within one year.
